If you want a free, underrated DTLA skyline view, head to the Los Angeles City Hall Observation Deck on the 27th floor (Tom Bradley Tower). You’ll get sweeping views over Downtown, the mountains on clear days, and the Civic Center below—without paying for a ticket.
